An enforcement conference was held at the Region IV office in Arlin'gton, Texas, to discuss the findings of the NRC inspection conducted on November 13, 1985, at the field site in the Shute Creek area of Wyoming and on November 21, 1985, at the home office in Houston, Texas.

The violations and issues of concern were detailed by the Region IV staff, and the licensee responded to each item.

Results:

The NRC presented five violations of NRC requirerents and expressed concern regarding the management control of the licensed program.

The licensee acknowledged the violations and responded relative to his understanding of each.

The licensee presented no information that would allow deletion of any viola-tion, however, he did offer information which will be considered for the poss-ible modification of one violation (by the deletion of reference to one addi-tional overexposure). The licensee described the actions taken or planned to bring the licensed program within full compliance of NRC requirements.

The NRC staff emphasized the enforcement options available and stated that a decision would be made as to the appropriate enforcement action and that the licensee would then be notified.
