submittal included Toledo Edison's response to the NRCs Request for Additional Information (31 questions) dated October 30,1985~ (Log No.
1844).
Mr. A. W. DeAgaz $ of your staff has requested further information with regards to Toledo Edison's response to Question No. 21.
Specifically, Toledo Edison has been requested to clarify the i availability of Operations Engineering Department reactor cugineering support to the Plant Manager.

These duties include providing assistance and guidance to the Shift Supervisor, being available by the Emergency Pager System, being available to proceed directly to the Davis-Besse Station if requested by the Shift Supervisor or Duty Plant Manager, and providing direction and decision making support to the Shif t Fupervisor to resolve technical or operational problems as required for safe and efficient operations. Duty Managers are expected to work weekends and off-hours as required.
In summary, the Plant Manager has the authority for immediate access to the Operation Engineering Department, including reactor engineering support.

Davis-Besse Operations Assessment Program including a review of industry operating experience, Davis-Besse specific operating experience and the B&W Owners Group Transient Assessment Program (TAP). Based on the results of these assessments, propose improvements to Station operations and design which will improve overall plant safety and performance.
Support station operations though development, and implementation of the Davis-Besse Reliability Program including comprehensive failure trend 2
analysis in conjunction with the Nuclear Plant Reliability Data System (NPRDS). Using the results of this program, propose improvements to Station design and maintenance which will improve the safety and reliability of the plant equipment.
Initiate, develop, and coordinate the special operations oriented engineering projects and tasks necessary to support Station design and operations improvements and regulatory requirements. This includes projects such as the human f actors review of Control Room design, the evaluation of Station computer alarms and annunciators, and participation in, and coordination of, programs sponsored by the various B&W Owners Groups chartered to improve plant operation, safety, reliability, and availability.
Control and coordinate the development of and administer the software development and control programs for Station on-line computer systems.
These computer systems specifically include the Plant Process Computer, i
the Data Acquisition and Display System and the associated Safety Parameter Display System equipment.
2 Support the station in the identification and/or resolution of Conditions Adverse to Quality: Deviation Reports, Licensee Event Reports, Significant Operating Event Reports, Audit Finding Reports, Nonconformance Reports, Surveillance Reports.
Provide for personnel training and career development in cooperation with the Nuclear Training Department.

DUTIES 1.
Directs department activities to provide timely technical response to overall plant and reactor operations and performance concerns by the Station staff, other Mission departments and regulatory agencies referred to the department 2
l through the Request for Engineering Assistance process and other interface mechanisms. Ensure that the working interfaces with the Station such as the daily Plan of the Day meetings and Station Review Board activities are properly maintained and supported by department personnel.

Direct the Reactor Performance Group to develop, approve and implement programs and procedures for fuel handling and reactor physics testing and operations. Conduct reactor fuel performance monitoring and fuel accountability programs.
3.
Direct the Station Performance Group to develop, approve and implement the plant thermal performance monitoring program, the ASME Section XI Pump and Valve test program and to evaluate advanced maintenance techniques.
4.
Direct the Operations Assessment Group using review of industry and Davis-Besse operating experience and assessment of Davis-Besse transients as a means to reduce plant trips and transients by making recommendations for equipment, procedures, training, supervision, and testing improvements.
5.
Direct the Computer Systems Group in the development, documen-tation, maintenance, enhancement and programming of Station on-line plant data processing systems, including the emergency response data display systems.

engineering support projects to assist plant operations.

Provide the' Company connection to Nuclear Network; sending, receiving and distributing correspondence with other utilities operating nuclear power plants and the Institute of Nuclear i

Direct the Nuclear Reliability Group in the collection and analysis of nuclear plant equipment reliability data in coopera-tion with and utilizing the Institute of Nuclear Power Opera-tions equipment reliability program.
9.
Maintain department staffing at authorized level with qualified and motivated personnel.
- 10. Provide required safety reviews and evaluations of plant opera-tions and modifications including. revisions to the Operating License.
- 11. ' Provide the technical interface with insurance companies and industry groups, reporting mission compliance with standards and recommendations.
- 12. Stay abreast of effective operational and administrative methods to meet requirements of the Nuclear Regulatory Commission and

- 13. Participate as a member of the emergency response group in the area of accident technical analysis and in operation and main-tenance of emergency response computer systems.
- 14. Specify the training and development requifements of operations engineering personnel to assure they are qualified to perform activities.

- 15. Act as a member of the Station Review Board.
- 16. Coordinate activities with other utilities operating B&W plants as a member of the B&W Owners Group Operator Support Committee.
- 17. Plan and budget resources to accomplish desired objectives.

QUALIFICATIONS Education and Training 4
As a minimum, a Bachelor of Science degree in a related engineering discipline or equivalent experience. Must have completed qualifica-tion for a licensed reactor operator.
