Clinton Power Station Inservice Inspection - Pump and Valve Testing Program (Confirmatory Issue #68)
Dear Dr. Butler:
Attached for your staff's review is Revision 1 to the Clinton Power Station Inservice Testing Program for pumps and valves previously submitted via letter U-600365 dated December 26, 1985. The reasons for this revision are due to NRC comments on the original issue, changes to the pump and valve operability program, and other editorial corrections.
Major changes, other than typographical errors, have been identified with a revision bar. Only the pages affected by this revision are being submitted and are included in the attachment.
A summary of the changes is as follows:
1.
Section IIA, Table #1 (Pumps Requiring Inservice Testing):
The Control Room HVAC chilled water pumps (OVC08PA and OVC08PB) have been added as a result of NRC comments.
2.
Section II.C.6 (Inservice Test Quantities): The statement regarding pump lubrication level measurements and observations was revised for clarification.
3.
Appendix B (Valves Requiring Inservice Testing):
A.
Page 20: Self-Contained (SC) was added to the test legend.
B.
Page 21: Test Method #6 for valves with remote position indicators was revised for consistency with ASME Section XI requirements.
C.
Page 28: Valves ICC071, ICC072, ICC073, ICC074 were revised from normally open to normally closed.
D.
Page 38: Valve IE21-F003 was removed from Relief Request 054, and will be tested quarterly. Also, 1E22-F004 and 1E22-F005 were added to Relief Request 054.

Pages 41, 42, 56 and 57: Valves 1E51-C002E, 1E51-F076, 0VC056A, OVC056B, OVC057A, 0VC057B, OVC058A, OVC058B, OVC059A and OVC059B were added due to their inclusion as part of the pump and valve operability program.

Page 46: Valves IIA 043A and IIA 043B have been deleted from the program since they have been deleted from the design. Also, valves IIA 044A and IIA 044B have been added to the program and Relief Request 004.

Page 53: Valves ISX097A and ISX097B were changed from normally closed to normally open, and the test positions were changed from opened to closed.
H.
Pages 22-59: Changes were made in the test method and test condition columns to correspond with the specific relief request.

Relief Request 003:
Stroke time testing was removed from this relief request, since these valves are Category C check valves.
J.
Relief Request 005: During extended cold shutdowns was removed from the Alternate In-Service Test to correspond with the remainder of the program.

Relief Request 054:

M.
Relief Request 055: This request has been added to exclude stroke time testing. This request is for the eight VC valves identified in Item E above.
In addition to the above changes, the fuel pool cooling pumps, IFC02PA and 1FCO2PB, will be added to the program prior to the first refueling outage. These-two pumps are exempt from this program at this time since there will be no spent fuel in the spent fuel pool and they are not required for safe shutdown of the plant until that time.
These changes to the program are believed to address your staff's comments and adequately resolve Safety Evaluation Report Confirmatory Issue #68 for Clinton Power Station. Please contact us if you have any additional questions.
