Dear Mr. Scarano:

Receipt of the report of the NRC inspection of the University of Washing-ton Nuclear Engineering Laboratory by Mr. M. Cillis on July 17-19, 1985, which specifies two violations of severity level IV is hereby acknowledged.

A. Annual evacuation drill not held in 1984.

There was an interval of 15 months between the drill on December 16, 1983, and the drill on March 28, 1985. This interval corresponds to a technical violation rather than to any decrease in the level of preparedness of the reactor staff. S.he drills have been scheduled to occur at least once in each calendar year. Occasionally, technical difficulties with planning result in the interval between drills being slightly extended. This does not compromise either the intent of benefit of the drills, the staff makes every effort to maintain the drill schedule at one per calendar year.

1. Previous corrective steps: Improve scheduling of drills
2. Future corrective steps: Hold at least one drill per calendar year
3. Full compliance occurred on March 28, 1985.

B. Written examinations for the University of Washington's Nuclear Engineering Laboratory reactor operators and senior reactor operators were not administered during the first quarter of 1985.

More attention will be applied to maintaining the schedule of ,perator requalification exams.

1. Exams will be completed and graded by October 31, 1985.
2. Exam schedule will be maintained as described in the approved operators regulification program of October 9, 1974. -
3. Full compliance will be achieved by October 31, 1985.
