Gentlemen:

Subject: Inspection Report No. 50-443/85-15

This refers to the special construction team inspection conducted by

Dr. P. K. Eapen of this office on June 3-14, 1985, at Seabrook Station, Unit

1, Seabrook, New Hampshire, of activities authorized by NRC Construction Permit

No. CPPR-135 and to the discussions of our findings held by Dr. Eapen with

Mr. W. B. Derrickson and others of your staff at the conclusion of the

inspection. _

The areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective examinations of procedures and representative

records, interviews with personnel, independent measurements made by the

inspectors, and observations by the inspectors.

Based on the results of this inspection, it appears that certain of your

activities were not conducteri in full compliance with NRC requirements, as sat

forth in the Notice of Violation, enclosed herewith as Appendix A. These vio-

lations have been categorized by severity level in accordance with the revised

NRC Enforcement Policy (10 CFR 2, Appendix C). You are required to respond to , -

this letter and in preparing your response, you should follow the instructions'

in Appendix A.

In addition to the apparent violations discussed in Appendix A, the team

identified several weaknesses and strengths in your construction program. The

observed weaknesses and strengths are summarized in Appendices B and C,

respectively.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
