This is to acknowledge receipt of your letter dated September 5,1985 which transmitted changes to the Northern States Power Company's Monticello Nuclear Generating Plant Emergency Plan (Revision 5).
We have completed our review of the submitted changes and have determined that they are consistent with the requirements of 10 CFR 50.54(q) and do not decrease the effectiveness of the plan.
Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan. However, if your safety review indicates no decrease in emergency preparedness effective-ness, then changes can be made without prior NRC approval.
In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10CFR50.54(q). Also, any changes to the Energency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V (Implementing Procedures).
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosure will be placed in the NRC's Public Document Room.
