VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 SCHEDULE EXTENSION REQUEST - REGULATORY GUIDE 1.97 AND SAFETY PARAMETER DISPLAY SYSTEM COMMITMENTS Your Confirmatory Order of June 14, 1984, specified a completion schedule for commitments of Supplement 1 to NUREG-0737 for North Anna Power Station (NAPS).
This Confirmatory Order contained a provision allowing the Director, Division of Licensing, to grant extensions of time for completing the identified items "for good cause shown".
In our letter, Serial #85-683A, of November 14, 1985, we requested a schedule extension for Unit 1 to defer completion of the few remaining open items for Regulatory Guide 1.97 and the Safety Parameter Display System (SPDS) until resumption of power operation following the sixth refueling outage for Unit 1.
Correspondingly, we have now identified several items regarding l
Regulatory Guide 1.97 and the Safety Parameter Display System for Unit 2 which cannot be completed prior to resuming power operation following the fourth refueling outage for Unit 2.
Consequently, we request a schedule extension until the end of the fifth refueling outage for Unit 2 (currently scheduled for October 16, 1987 to December 3,1987) to complete the. remaining Regulatory Guide 1.97 items.
For SPDS, we request a schedule extension until October 1,1986, to complete several outstanding items prior to declaring the system operational for Unit 2.
In addition, we hereby amend our Unit 1 SPDS schedule extension request to combine it with the Unit 2 request made above.
Reaulatory Guide 1.97 for Unit 2 In our letter of February 21, 1984, we committed to comply with Reg.
Guide 1.97 for 29 specific variables during the first refueling outage after July 1985. We presently expect to be in compliance with 28 (97%)

The one variable modification that cannot be completed during this outage is presently being evaluated and is scheduled to be completed during the fifth refueling outage. explains the status of these modifications as of February 28, 1986.
(Also included in this list are two items that were requested to be reclassified in our letter of May 10, 1985 and are pending NRC review.)
Safety Parameter Display System for Unit 1 and 2
' Since our letter, Serial #85-683A, of November 14, 1985, we' have completed installation of the remaining Unit 1 data input connections to the SPDS computer.
Following this outage, we expect the Unit 2 status for installation of data input connections to be the same as Unit 1.
In addition, the SPDS computer will be installed, including sof tware, with display devices for both units in the control room, Technical Support Center (TSC), Local Emergency Operations Facility (LEOF) and Corporate Emergency Operations Facility (CEOF).
We presently expect that several SPDS related items associated with the data acquisition system and operator training, will remain incomplete at the end of the Unit 2 outage.
The status of these items is discussed in Attachment 2.'
These remaining items will be completed and the SPDS will be declared operational for both Units 1 and 2 by October 1, 1986.

STATUS OF OUTSTANDING UNIT 2 REG. GUIDE 1.97 COMMITME E VARIABLE COMPLETION STATUS AS OF VARIABLE TITLE NUMBER THIS OUTAGE FEBRUARY 21 1986 Neutron Flux B-1 Yes*
Engineering open item regarding a noise problem in one channel of the neutron flux monitoring system requiring investigation and resolution during the refueling outage.
Containment Sump B-12A N/A Requested reclassification to Narrow Range Level category 3 in letter dated May 10, 1985 (Serial Number 85-094). No additional modifications presently planned.
Containment Sump B-12B No Existing GEMS level measuring Wide Range Level equipment requires a seismically qualified receiver module for the level transmitter to be properly qualified as Category I.
Replacement GEMS receiver
. modules can not be purchased due to vendor QA problems.
Indepen-dent seismic qualification of the GEMS receiver module and alternative procurement of qualified equipment are under review. Completion of this i
item is scheduled for the end of the 5th refueling outage.
Boric Acid D-6 N/A Requested reclassification to Charging Flow category 3 in letter dated May 10, 1985 (Serial Number 85-094). No additional modifications presently planned.

Status of Outstanding Items for SPDS Item Status / Comments Multiplexer System Test and calibration of the multiplexer system hardware is projected to be completed by June 1, 1986. A test signal will be injected into the remote multiplexer for each instrument loop and verified at the SPDS displays to assure proper readings. Calibration of the signal conditioning card will be performed as required.
Control Panel Software will be developed to avoid collection Lamp test or display by SPDS of erroneous data when per-forming the lamp test.
Software is scheduled to be developed, installed, verified and validated by May 29, 1986.
Procedures & Training Incorporation of the SPDS into the euergency
- Control Room procedures and training of the operators on Operators the procedures is being accomplished in conjunction with efforts to upgrade the procedures in accordance with revision 1 of the Westinghouse Emergency Response Guidelines and our procedure generation package which was approved by the NRC.
This effort is scheduled to be completed by June 30, 1986.
In response to the training related concerns expressed in IEIN 86-10, additional proficiency training will be separately addressed by the development and administration of training exercises promoting the use of SPDS in daily onshift activities. This effort will be integrated into daily activities starting in September, 1986 and continue on through 1987.
Procedures & Training Procedures for and training of TSC, LEOF, CERC of TSC, LEOF, CERC &
and CEOF personnel, as applicable, on the use of CEOF personnel the SPDS and associated radiolo'gical/meteoro-logical data and models is projected to be completed by October 1, 1986.
SPDS Software The SPDS software will be validated by the Company and an independent contractor.
The contractor will provide a validation report at the end of their verification. This effort is scheduled to be completed by May 29, 1986.
