'.This . refers to the routine safety inspection conducted by Mr. J. P. Patterson
and others of this office.on October 28-30, 1985, of activities at the Duane
Arnold Energy Center authorized by NRC Operating License No. DPR-49, and to
the' discussion of our findings with Messrs. R. McGaughy, D. Mineck, and others
'of your_ staff at the conclusion of the inspection.

The enclosed copy of our. inspection report identifies areas examined during

the inspection. Within these areas, the_ inspection consisted of a selective
-examination _of procedures and representative records, observations, and-
interviews'with-personnel.
No~ violations of NRC requirements were identified during the course of this
inspection.
However;' weaknesses were identified which will require corrective
_ action by your staff.
These weaknesses are. summarized in the appendix to.this
>
-letter.
As required by 10 CFR Part 50, Appendix E (IV.F), any weaknesses that
are-identified must be corrected.
Accordingly, please-advise us within 45 days
of the date.of this letter of the corrective action you have taken, or plan'to
take, showing.the estimated date of; completion.
In accordance with'10 CFR 2.790 of the Commission's regulations, a copy of
.this letter and the enclosures will be placed in the NRC's Public' Document
Room.
-The response. directed by this letter is not subject to the clearance procedures

.of the Office of Management and Budget as required by the Paperwork Reduction

EXERCISE WEAKNESSES
1.
Utilization of the Post Accident Sampling System (PASS), as demonstrated by
a two person team was unsatisfactory.
The total time from when the team
was dispatched until the sample results were obtained was approximately

One of the Offsite Radiological Monitoring Teams (RMTs) lost communications
with the Emergency Operations Facility (EOF) and the other RMT for
