Gentlemen:

'.This . refers to the routine safety inspection conducted by Mr. J. P. Patterson

and others of this office.on October 28-30, 1985, of activities at the Duane

Arnold Energy Center authorized by NRC Operating License No. DPR-49, and to

the' discussion of our findings with Messrs. R. McGaughy, D. Mineck, and others

'of your_ staff at the conclusion of the inspection.

-

The enclosed copy of our. inspection report identifies areas examined during 4

the inspection. Within these areas, the_ inspection consisted of a selective

-examination _of procedures and representative records, observations, and-

interviews'with-personnel.

No~ violations of NRC requirements were identified during the course of this

inspection. However;' weaknesses were identified which will require corrective

>

_ action by your staff. These weaknesses are. summarized in the appendix to.this

-letter. As required by 10 CFR Part 50, Appendix E (IV.F), any weaknesses that

are-identified must be corrected. Accordingly, please-advise us within 45 days

of the date.of this letter of the corrective action you have taken, or plan'to

take, showing.the estimated date of; completion.

In accordance with'10 CFR 2.790 of the Commission's regulations, a copy of

.this letter and the enclosures will be placed in the NRC's Public' Document

Room.

-The response. directed by this letter is not subject to the clearance procedures

Appendix

EXERCISE WEAKNESSES

1. Utilization of the Post Accident Sampling System (PASS), as demonstrated by

a two person team was unsatisfactory. The total time from when the team

was dispatched until the sample results were obtained was approximately

5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />. Open Item No. 331/85016-01 (Section 4.c).

2. One of the Offsite Radiological Monitoring Teams (RMTs) lost communications

with the Emergency Operations Facility (EOF) and the other RMT for

approximately 1 hours1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br />. Open Item No.'331/85016-02 (Section 4.f).

3. One of the Offsite Radiological Monitoring Teams failed to follow EPIPs

2.6 and 3.2 in the' collection, packaging,'and identification of soil,

water, -and vegetation samples. Open Item.No. 331/85016-03 (Section 4.f).
