NRC INSPECTION

This refers.to an announced, special safeguards inspection at Rancho Seco

Nuclear Generating Station, conducted by Mr. James L. Montgomery and an

inspection team on February 3-7, 1986.

It also refers to the discussions of

our inspection findings held by the inspectors with you and members of the

District and Rancho Seco staffs on February 7, 1986.

Areas examined during this inspection included activities related to physical

protection as described in the enclosed inspection report. Within these areas,

the in'spection consisted of selective examinations of procedures and records,

interviews with facility and contractor personnel, and observations by the

inspectors.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part.2,

Title 10, Code of Federal Regulations ~, documentation of the findings of your

safeguards and security procedures are exempt from public disclosure;

therefore, the enclosed inspection report will not be placed in the Public

Document Room and will receive limited distribution.

We have determined that the enclosures so designated contain Safeguards

Information and therefore are subject to the controls of 10 CFR 73.21.

Should you have any questions concerning this letter, we would be pleased to

discuss them with you.

Enforcement action by the NRC relating to Part One of the inspection will be

the subject of separate correspondence.

You are requested to respond to

concerns and comments indicated in Part Two of.the inspection report after you

have reviewed them and determined what actions, if any, are considered
