SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.6 TO FACILITY OPERATING LICENSE NPF-35 CATAWBA NUCLEAR STATION, UNIT 1 DUKE POWER COMPANY NORTH CAROLINA ELECTRIC MEMBERSHIP CORPORATION SALUDA RIVER ELECTRIC COOPERATIVE, INC.
. INTRODUCTION By letters dated March 15, August 7 October 30, November 7, December ll, December 20, and December 23, 1985, Duke Power Company (DPC or Licensee) pro--
posed changes to the Catawba Unit I facility Technical Specifications to eliminate typographical errors, provide additional clarification, improve consistency, adjust nomenclature, bring portions of the Specifications into confonnance with current NRC staff positions, incorporate Unit 2 Specifications where appropriate, and make other minor changes.
The NRC staff renumbered many pages to accommodate the additional specifications needed for Unit 2.
The changes included in this amendment do not cover all the changes requested by Duke Power Company; some of the changes not included in this amendment are still under consideration by the NRC staff.
A primary objective of this amendment is to achieve a single Technical Specifications document that is comon for the nearly identical Units 1 and 2 with individual specifications for each Unit clearly identified, as appropriate.
EVALUATION The NRC staff has reviewed the licensee's submittals dated March 15, August 7, October 30, November 7, December 17, December 20, and December 23, 1985, and finds'that their primary objective is to achieve a single Technical Specifications document that is comon for Catawba Units 1 and 2 facilities because these units are nearly identical although there are some differences in design. The operating staff was licensed on both units, with a designated crew h fh P
! l assigned and dedicated to each unit on each shift. The licensee concluded that the Technical Specifications for both units can and should be identical to a great extent. Accordingly, the licensee proposed one set of Technical Specifi-cations, common to both units, with unit-specific specifications due to differences in design and operations appropriately identified.
The proposed changes have been evaluated by the NRC staff, and only those changes that are found acceptable are being issued as ar amendment to Catawba Unit 1 Facility Operating License NPF-35 concurrent wich the issuance of the 4
Catawba Unit 2 Facility Low-Power Operating License NPF-48.
These proposed changes will revise the previous Catawba Unit 1 Facility Technical Specifi-cations to make them identical to those to be issued with the Catawba Unit 2 Facility Low-Power License with unit-specific specifications clearly identified. Thus, Appendix A to the operating licenses for Units 1 and 2 J
facilities will be identical.
The following items provide descriptions and justifications of the proposed changes to the current Unit 1 Facility Technical Specifications:

The staff finds that proposed changes 1 through 33, 35 through 43, and 45 through 61 to the Catawba Unit 1 Facility Technical Specifications are administrative in that the objectives of the changes are to eliminate typo-graphical errors, provide additional clarification, improve consistency throughout the Technical Specifications, adjust nomenclature, bring portions of the Specifications into conformance with current NRC staff positions, in-
' corporate Unit 2 Specifications where appropriate, and make other minor changes.
Proposed change 34 introduces an additional Technical Specification to address reactor coolant system vents. Guidance for reactor coolant system vents is found in NUREG-0737 as post-TMI requirements.
This Specification details the Limiting Condition for Operation and Surveillance Requirements for the vents. Thus, proposed change 34 constitutes an additional limitation not previously included % Catawba Unit 1 Technical Specifications. The staff finds that this change enhances safe operation and is, therefore, acceptable.
Proposed change 44 is added to implement a Limiting Condition for Oper-ation and Surveillance Requirements for the Catawba Unit 2 Facility Condensate Storage Tank. This specification does not apply to Catawba Unit 1.
The staff has evaluated the proposed changes and concluded that, with the exception of item 34, they are purely administrative in nature and do not change any substantial requirement or safety parameter or otherwise affect operation of the Catawba Unit 1 Facility and are, therefore, acceptable.
With respect to item 34, as described above, that change is an additional limitation which enhances safe operation and is, therefore, acceptable.

0 ENVIRONMENTAL CONSIDERATION The amendment involves a change in use of facility components located within the restricted area as defired in 10 CFR Part 20, changes in surveil-lance requirements, and changes in administrative procedures or requirements.
The staff has determined that the amendment involves no significant increase in the amounts, and no signficant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational exposure. The Comission has previously issued a proposed finding that the amendment involves no significant hazards consider-ation, and there have been no public coments on such finding. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR Sections 51.22(c)(9) and 51.22(c)(10). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
CONCLUSION The Comission made a proposed determination that the amendment involves no significant hazards consideration which was published in the Federal Register (51 FR 455) on Jan.uary 6,1986, and consulted with the state of South Carolina.
No public coments were received, and the state of South Carolina did not have any coments.
We have concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the' proposed manner, and (2) such activities will be conducted in compliance with the Comission's regulations, and the issuance of the amendment will not be inimical to the comon defense and security or to the health and safety of the public.
