PUBLIC SERVICE ELECTRIC AND GAS COMPANY PHILADELPHIA ELECTRIC COMPANY DELMARVA POWER AND LIGHT COMPANY ATLANTIC CllY ELECTRIC COMPANY DOCKET NO. 50-311 SALEM NUCLEAR GENERATING STATION, UNIT NO. 2 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 40 License No. DPR-75 1.
The Nuclear Regulatory Comission (the Comission) has found that:
A.
The application for amendment by Public Service Electric and Gas Company, Philadelphia Electric Company, Delmarva Power and Light Company and Atlantic City Electric Company (the licensees) dated October 15, 1984, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Comission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Comission; C.
There is reasonable assurance (1) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; I
D.
The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.
2.
Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C.(2) of Facility Operating License No. DPR-75 is hereby amended to read as follows:

-2 (2) Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No. 40, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications.
3.
This license amendment is effective as of the date of its issuance.

REACTIVITY CONTROL SYSTEMS 3/a.1.2 BORATION SYSTEMS FLOW PATHS - SHUTDC'nN

LIMITING CCNDITION FOR OPERATION 3.1.2.1 As a minimum, one of the following baron injection flow paths shall be OPERASLE:
a.
A flow path from the boric acid tanks via a baric acid transfer pump and charging pump to the Reactor Coolant System if the boric acid storage tank in Specification 3.1.2.Sa is OPERABLE, or l
b.
The flow path from the refueling water storage tank via a charging pump to the Reactor Coolant System if the refueling water storage tank in Specification 3.1.2.5b is OPERABLE.
l APPLICABILITY: MODES 5 and 6.
ACTION:
Witn none of the above flow paths OPERABLE, suspend all operations involving CCRE ALTERATIONS or positive reactivity changes until at least one injection path is restored to OPERABLE status.
SURVEILLANCE REOUIREMENTS 4.1.2.1 At least one of the above reouired flow paths shall be demonstrated OPERASLE:
a.
At least once_ per 7 days by verifying that the temperature of the heat traced portion of the flow path is greater than or equal to 145*F when a flow path from the boric acid tanks is used.
b.
At least once per 31 days by verifying that each valve (manual, power operated or automatic) in the flow path that is not locked, sealed, or otherwise secured in position, is in its correct position.
