Gentlemen:
This refers to the inspection conducted by Mssrs. H. Chaney and D. Spitzberg of
this office during the period October 7-11, 1985, of activities authorized by
NRC Operating License NPF-38 for Waterford Steam Electric Station, Unit 3, and
to the discussion of our findings with Mr. S. Alleman, and other members of
your staff at the conclusio of the inspection.
Areas examined during the inspection included your radioactive material ship-
ment program, solid radioactive waste management program, and activities
involving onsite storage of low-level radioactive waste. Within these areas,
the inspection consisted of selective examination of procedures and representa-
tive records, interviews with personnel, and observations by the inspectors.
These findings are documented in the enclosed inspection report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements. Consequently, you are required to respond to
these violations, in writing, in accordance with the provisions of
Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of
Federal Regulations.
Your response should be based on the specifics contained
in the Notice of Violation enclosed with this letter.
During this inspection, it was also found that certair of your activities
appeared to deviate from an accepted commitment made to the NRC. This item and
reference to the commitment are identified in the enclosed Notice of Deviation.
You are requested to respond to this deviation in writing.
Your response
should be based on the specifics contained in the Notice of Deviation enclosed
with this letter.
We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in
paragraph 2 of the enclosed inspection report.
