TECHNICAL SPECIFICATION CHANGES Re: Yankee Puclear Power Station .

The Commission has issued -the enclosed Amendment No. 84 to Facility Operating License No. DPR-3 for the Yankee Nuclear Power Station (Yankee) in partial response to your application of April 17, 1984, as supplernented .

August 7, 1984 and revised April 5, 1985. .

The amendment revises the technical specifications (TS) for (1) the capacity of the pressurizer code safety valves, and (2) the snubbers for the pressurizer code safety valves, and incorporates TS for (1) the degraded grid voltage protection systen, and (2) the reactor coolant system vents.

Your submittel of April 5,1985, which forwarded Supplement 1 to Proposed Change 180, revised your application of April 17, 1984, with respect to containment isolation valves, outside air particulate monitor, and hydrogen recombiner taps. These three issues are not, therefore, addressed in ,

enclosure 2. These issues will be addressed under separate correspondence.

The TS for testing the second level undervoltage protection device at an interval of once per refueling outage was approved only through the end of the 1985 refueling outage. Modification of the TS to require testing once per month, as presented in your August 7, 1984 letter and our January 4,1985 letter, will be necessary prior to startup from the 1985 -

refueling outage. The outage is currently scheduled to begin October 19,10PS, and is scheduled to last for six weeks.

A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determiration and Opportunity for Hearing related to the reouested action was published in the Federal Register on May 14, 1984 (49 FR 20391). No corsnents or requests for hearing were received.
