PLANT PERFORMANCE REVIEW (PPR) - CRYSTAL RIVER 3

Dear Mr. Anderson:

On March 11, 1997 the regional staff completed the semiannual Plant Performance Review (PPR) of Crystal River 3. The staff conducts these reviews for all operating nuclear power plants to develop an integrated understanding of safety performance. The results are used by regional management to facilitate planning and allocation of inspection resources. The PPR for Crystal River 3 involved the participation of all technical divisions in l

evaluating inspection results and safety performance information for the period September 1996 through February 1997. PPRs provide regional management with a current summary of licensee performance and serve as inputs to the NRC Systematic Assessment of Licensee Performance (SALP) and senior management meeting (SMM) reviews.

1 On October 4.1996. you notified the NRC that you would remain shut down for

an extended period of time in order to make modifications to several safety  ;

systems in order to obtain additional safety margin for accident conditions.

A Confirmatory Action Letter was issued on March 4.1997, requiring NRC concurrence for the restart of Crystal River 3 prior to entering Mode 2. The Enclosure provides our plan to assess the adequacy of your corrective actions i for the issues on our restart list (issued separately as Restart Panel Meeting l Minutes) and your readiness for restart.

This letter advises you of our planned inspection effort resulting from the Crystal River 3 PPR review. It is provided to minimize the resource impact on your staff and to allow for scheduling conflicts and personnel availability to ,

be resolved in advance of inspector arrival onsite. The enclosure details our ins)ection plan for the remainder of the year. The rationale or basis for l eac1 inspection outside the core inspection program is provided so that you are aware of the reasons for emphasis in these program areas. Resident l Inspector planned inspection dates are not listed due to their ongoing and continuous nature. ,

i During each NRC inspection planned during this period, specific attention will be given to the verification of selected UFSAR commitments. Applicable portion (s) of the UFSAR that relate to the inspection activities will be reviewed and verification made that the UFSAR commitments have been properly implemented into plant practices, proceduresand/or parameters. The goal is to determine the accuracy of the UFSAR regarding existing plant practices and )i

FPC 2 various reactor inspections. Inspectors will not be judging the overall completeness of the UFSAR: rather. the inspections will focus on identifying differences between the UFSAR description and the plant.
