ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-321 i
Hatch License No. DPR-57 The following violation was identified during an inspection conducted on January 6-10, 1986. The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C).
10 CFR 50, Appendix B, Criterion V, as implemented by section 5 of the Hatch Nuclear Plant Quality Assurance Manual, requires that activities affecting quality shall be prescribed by documented instructions, procedures, and i
drawings and shall be accomplished in accordance with these instructions, procedures and drawings.
Paragraph 2.5 of Nutech procedure 9-4, " Process 4
Control", the applicable procedure for control of work activities (Inducticn Heat Stress Improvement (IHSI)), requires that subcontractors sign the traveler-indicating that their described operation is completed.
Contrary to the above, on January 8, 1986, activities affecting quality were not being performed in accordance with documented procedures in that for IHSI of welds 1831-1RC-12AR-G-1, IB31-1RC-12AR-F-1, 1B31-1RC-22AM-3BC-1, IB31-1RC-12AR-K-1, and IB31-1RC-28A-16, Nutech signed off as the performing craft on traveler steps performed by their subcontractor.
This is a Severity Level V violation (Supplement I).
Pursuant to 10 CFR 2.201, you are r'equired to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including:
(1) admission or denial of the alleged violation; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid
. further violations; and (5) the date when full compliance will be achieved.
Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
