Byron Station Units 1 and 2 Braidwood Station Units 1 and 2 Application for Amendment to Facility Operating License NPF-37, Appendix A, Technical Specifications NRC Dockets Nos. 50-454/50-455 and 50-456/50-457

Dear Mr. Denton:

Pursuant to 10 CFR 50.90, Commonwealth Edison proposes to amend Appendix A. Technf,il Specifications, to Facility Operating License NPF-37. The proposed change to Specification 3/4.5.2, Emergency Core Cooling Systems, is contained in Attachment A.

Technical Specification 4.4.6.2.2 requires reactor coolant system pressure isolation valves to be periodically checked for potential back leakage into lower pressure interconnected systems.

This proposed change to Sp.ecification 3/4.5.2 allows certain valves in the safety injection system to be temporarily closed during the performance of this surveillance. The reasons for the proposed change are described in Attachment B.

The proposed change has received both On-Site and Off-Site review and approval. We have reviewed this proposed amendment in accordance with 10 CFR 50.92c and determined that no significant hazards consideration exists. Our review is documented in Attachment C.

This proposed change involvec systems within the duplicate design of Byron and Braidwood Stations. Therefore, we are requesting this proposed change to the Byron Technical Specifications to be incorporated into the draft of the Braidwood Technical Specifications if the change is approved.

Commonwealth Edison is notifying the State of Illinois of our application for this amendment by trahomitting a copy of this letter and its attachments to the de gnated State Officia'.
