Deleted Comitment to Upgrade Sightglass Your letter of August 20, 1985, states that a prior commitment in license Event Report 370/85-10 dated June 26, 1985, which would have upgraded the Pressurizer Relief Tank sightglass on McGuire Nuclear Station, Units 1 and 2 has been deleted. Your deletion of this commitment is based upon the anticipa-ted deletion of the Upper Head Injection (UHIl System as proposed by your letter of May 9,1985, and is acknowledged to be contingent upon NRC approval of UHI deletion.
4 NRC approval of UHI deletion is contingent upon safety analyses not yet l
submitted for NRC review and those analyses will utilize computer codes such as BASH currently under staff review, Consequently, o~ur scheduled review completion of the proposed UHI deletion consistent with early 1986 refueling outages must be considered tentative at this time. We will, of course, reassess our ability to meet this schedu.le following receipt and during the course of our review of your submittals.
3 LER 370/85-10 notes that the Unit 2 PRT sight glass has now experienced three failures and the Unit 1 sight glass has experienced five failures.
In view of this experience and the safety significance of a sight glass failure, NRC approval for operation of the McGuire units beyond the next refueling outage without this upgrade should not be assumed.without substantial additional justification. We recommend you preserve your options to upgrade the sight glass pending our receipt and review of your planned submittals.
