. The time has come where we need to start to consider the extent to which what we do l i ' impacts safety. Spending countless man-hours researching the life of a plant, and then spending time updating the product, offers little if any safety benefit.- Moreover, the time -

spent working on this is time not spent in the plant. If the EDO wants to know how

. Millstone residents could miss a tank secured in place by comealongs, this is one i answer. While some admin work provides (in my estimation) a benefit (e.g. the SIM), t this will provide nothing but fodder for briefing books.  !

Notwithstanding the time i forsee wasted on this project, I would question our ability to i maintain it as a living document. The agency's track record on maintaining any living document seems suspect to me. Consider the SAIC Plant Data Books (talk to NRR  !

about this one), the 'AEOD Plant Information Books (which, by the way, include some of  !

the info in the proposed list of stuff for this historical matrix and was supposed to be a  :

'living document - which AEOD is currently trying to ratchet licensees into updating - the

. Plant Status Report (which, by ROl, I'm supposed to keep current but which no one has e used for St. Lucie in some time - Ignored in deference to the SMM bullets, which get l requested but which I have yet to see in ROI format).  !

li If someone wants this historical data, then hire a bunch of library science types to go c through the PDR and pull the info out. They're cheaper than engineers and the lack of impact at the plant and in projects will be minimized, allowing us to focus on OUR

MISSION. The message i got in all the SRI pool management training was that

. managers need to remove the obstacles to success in their subordinates. This appears j to me to be building obstacles.
