Your letter dated May 9, 1985, proposed amendments to the Technical Specifications for the McGuire Nuclear Station associated with your proposed removal of the Upper Head Injection (UHI) System. Based upon your May 9,1985, letter, 50 FR

i. 30548, published July 26, 1985, provided a Notice of Consideration of Issuance i

of Amendments to Facility Operating Licenses and Opportunity for Prior Hearing.

Subsequently, your letter of October 14, 1985, noted that an additional change to the Technical Specifications is needed to reflect a slight decrease in the borated water volume of the ECCS cold leg accumulators used in the supporting reanalyses. Also, your letters of December 17, 1985 and January 14, 1986, have proposed further changes to the Technical Specifications to allow either i or both McGuire units to operate with the UHI system installed but functionally I

disabled (i.e., with UHI isolation valves closed and gagged).

We have reviewed the evaluations in your October and December letters regarding i 10 CFR 50.91 requirements and are unable to conclude that the proposed changes l do not involve a significant hazards consideration. As was the case for oper-ation with the UHI system physically removed, we find that operation with the system functionally disabled introduces an accident scenario not previously evaluated. We are, therefore, issuing a notice (copy attached) of opportunity l for prior hearing regarding the modified or new aspects of the previous notice.
