REVIEW ASSIGhhENTS FOR R. KEhDALL RE: RESOLUTION OF CPEN ISSUES FOR CLINTON POWER STATION Consistent with Mr. Denton's November 20, 1985 memorandum, we are relying on Mr. Rick Kendall to complete the reviews for closure of six of the items identified in my January 3,19F6 rremorandum to 0. Parr, Chief of the ICSB Branch, DPWR-A (Enclosure 1). Rick was also on distribution for this memorandum.

These issues were originally scheduled for resolution by the end of August 1985, hcwever, the schedule under the old organization continuously slipped because Mr. Kendall was continually giver, new assignments with more urgent priority (i.e.,

Davis Besse's Loss d Feecuater Event).

Following the reorganization, it was Byron Siegel's, the Clinton Licensing Project Manager's, understanding that Rick would be available to complete the Clinton review in the time frame between late December and early January. This provided the basis for the January 15, 1986 completion date established in the enclosed memorandun. On January 15, 1986, we learned that Rick has aoain been given a special assigtnent (related to the recentRanchSecoevent)andonceagainwillnotbeabletomeetthecurrentcon-pletion date.

Rick performed the ICSB site audit for Clinton in early Scpterrber 1985.

In addition, there are certain features unique to the Clintcn design (i.e., self test system) and issues of long standing that only he can complete in a timely manner to support the Clinten fuel load date in early liarch as projected by Illinois Power.

On this basis, we request that Rick's work assignments be arranged so that he will be in a position to cenplete his reviews on these issues by February 15, 1986, to suppcrt licensing on a schedule consistent with the applicant's projected fuel load date.

CLINTON POWER STATION: COMPLETION OF LICENSING ACTIVITIES INITIATED PRIOR TO NRR RE0RGANIZATION In Mr. Denton's memorandum, dated November 20, 1985, he provided reorganizational guidelines for reactor licensing activities. To assist you in scheduling work assignments for your staff in accordance with these guidelines, we are providing in the enclosure an identification of the prior comitments of those members of your staff associated with the review of licensing activities related to Clinton Power Station.

The applicant has recently changed its proposed fuel load date from January 3, 1986 to between late February and late March 1986. The completion dates for the reviews of the itens identified in the enclosure support the applicant's earliest proposed fuel load date and includes time for issuance of the SSER.

The infomation in the enclosure in most instances reflects input received from the reviewers.
