Technical Specification Change Request Regarding Containment Isolation System, McGuire Nuclear Station, Units 1 & 2 The NRC has reviewed your letter of July 15, 1985, which proposes changes to the McGuire Technical Specification to delete valve NI-1228 from the list of containment isolation valves. Valve NI-122B is located on a 3/4" safety injection system check valve test header line. You indicate that such deletion from the Technical Specification would be accompanied by a station modification to remove the containment isolation signal and by elimination of associated surveillance and testing requirements.

Our review finds several deficiencies in the current request:

(1) As stated in the McGuire SER Section 6.2.5, the NRC staff reviewed the containment isolation signals for isolation valves to General Design Criteria 54, 55, 56, and 57 and Regulatory Guide 1.11. Your letter does not discuss the proposed deletion in terms of these regulatory requirements; (2) In regard to your proposed station modifications and administrative controls, we find no indication as to whether the valve would be sealed closed in the context of Standard Review Plan 6.2.4; and (3) Your analysis in support of a No Significant Hazards Consideration provides no discussion of an open NI-1228 valve relative to ECCS per-formance in terms of its probability or consequences of an accident previously evaluated nor its influence on a margin of safety.
