ISSUANCE OF AMENDMENTS - EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2 (TAC NOS. M96609 AND M96610) f

Dear Mr. Sumner:

The Nuclear Regulatory Commission has issued the enclosed Amendment No. 206 to Facility Operating License DPR-57 and Amendment No. 147 to Facility Operating License NPF-5 for the Edwin I. Hatch Nuclear Plant,. Units I and 2.

The amendments consist of changes to the Technical Specifications (TS) in response to your application dated September 19, 1996, as supplemented December 17, 1996,-January 23 and 31, March 21 and April 4, 1997.

The amendments revise the surveillance requirements addressing the reactor vessel pressure and temperature (P/T) limits. The staff has concluded that the P/T limits for heatup, cooldown, hydrotest, and criticality of the reactor coolant system meet the requirements of Appendix G to Section XI of the ASME Code and Appendix G to 10 CFR Part 50, and are, therefore, acceptable.

A copy of the related Safety Evaluation is also enclosed. A Notice of Issuance will be included in the Commission's biweekly Federal Reaister
