4 The Commission has issued the enclosed Amendment No.181 to Facility Operating License No. DPR-40 for the Fort Calhoun Station, Unit No.1. This amendment e

1 consists of changes to the Technical Specifications (TS) in partial response i

to'your application dated November 20, 1996, as supplemented by letters dated February 20, 1997, and March 25, 1997.

The amendment revises Section 5.2 of the Technical Specifications to relocate controls for working hours to the Updated Safety Analysis Report.

documents (USAR) shall be controlled by 10 CFR 50.59. The license amendment is effective and shall be implemented as bf its date of issuance.

As an administrative action by the Nuclear Regulatory Commission (NRC), which c

Approval of the amendment to include a license condition and the associated Appendix B to the license was agreed to by your staff during a March 12, 1997, j

meeting and documented by your March 25, 1997, submittal.

At the time you submitted the original application you did not inform the NRC

. of the need to have the license amendment issued by April 1,1997. You

-informed the staff of this need when you sent your supplemental submittal l

dated February 20, 1997. As we have discussed with you in the past, a six month lead time-is the minimum for an action needed by a specific date.

In the~ future, please adhere to the six-month period should you desire final NRC action by a certain date.

This new application required a separate 30-day notice related to whether the action involves a significant hazards consideration. As a result, this request could 1

not be granted by April 1, 1997.

Please review supplemental submittals to ensure that they do not introduce changes outside the scope of the initial application.

A copy of our related Safety Evaluation is also enclosed.

The Notice of Issuance will be included in the Commission's next biweekly Federal Reaister notice.
