On October 30, 1996, IES Utilities Inc., submitted a license amendment request to convert the Duane Arnold Energy Center (DAEC) Current Technical

Specifications (CTS) to the Improved Technical Specifications (ITS). During the course of our review, we found we require additional information to' complete our evaluation. Please respond to the enclosed request for ,

information (RAI) that seeks to clarify ' now you transitioned from the specific nominal trip setpoints defined in the CTS to the Allowed Values in the ITS.

! DUANE ARNOLD ENERGY CENTER IMPROVED TECHNICAL SPECIFICATIONS BASES FOR ALLOWED VALUES I

On October 30, 1996, IES Utilities Inc. (the licensee), submitted a request to

. convert its current technical specifications (CTS) to the improved technical ,

specifications (ITS). During the course of our review of the ITS submittal, 1

it became apparent that there was inadequate justification for the specific  ;

numerical _ values you propose to use in the ITS for Allowed Values. Please ,

. provide the following information:

1) For each Allowed Value in the ITS, describe how the particular numerical
- value was determined. This description should include the setpoint ,

methodology bases, applicable Topical Reports, and the conformance of .

the IES Utility setpoint program to Regulatory Guide 1.105, ISA  :

3 Std.567.04, and Generic Letter 91-04. In addition for newly developed i ITS Allowed Values that are without a corresponding CTS nominal trip t setpoint or for which the licensee was unable to develop, acquire, or  !

otherwise reconstruct the bases for the CTS nominal trip setpoint, e provide a detailed discussion of how the particular Allowed Value was
determined, including its safety significance and any assumptions (including uncertainty terms) made in the development of the Allowed
Value and its related trip setpoint. l i . *

2) For each Allowed Value listed in the ITS, state whether the Allowable

. Value was based on a CTS nominal trip setpoint, Allowable Value, i t

Analytical Limit, or unknown value, and whether the ITS Allowable Value was developed in accordance with the IES Utilities setpoint methodology ,

with the relationship of the Analytical Limit, trip setpoint, and LSSS i

, defined and referenced in the TS Bases and Duane Arnold Energy Center

UFSAR.
