IMPROVED TECHNICAL SPECIFICATIONS ENTERING LCOs 1
On October 30, 1996, IES Utilities Inc. (the licensee), submitted a request to convert its current technical specifications (CTS) to the improved technical specifications (ITS). During the course of our review of the ITS submittal, it became apparent that for certain ITS-required surveillances the licensee proposed to administratively delay entry into Limiting Conditions for Operations (LCOs) when equipment was made incapable of performing its safety function because of the performance of the surveillance.
(1) Please provide a technical justification for any delays you propose in entering LCOs in the DAEC ITS when the performance of an ITS-required surveillance directly or indirectly causes the system, division, train, component, or device to not be capable of performing its safety function.
Your discussion should address (a) the technical rationale for the delay, (b) the technical justification for the requested length of the delay, and (c) why surveillance procedures could not be modified to minimize or eliminate the need for delay in entering an LCO.
