This refers r:o the inspection conducted by Mr. C. A. Hackney of this office

during,the period September 16-20, 1985, of activities authorized by NRC

Operating License NPF-38, for Waterford 3 Steam Electric Station, and to the

, discussion of our findings with Mr. R. S Leddick and other members of your

staff at the conclusion of the inspection.

Areas examined during the inspection included the implementation of-the

emergency plan and procedures, during the annual exercise.

.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

. observations by the inspectors. These findings are documented in the enclosed

inspection report.

The enclosed report identified deficiencies in your emergency preparedness

program observed during the emergency exercise. It is requested that you

provide this office with a schedule for correcting these deficiencies within

30-days after receipt of this letter.

Within the scope of the inspection, no' violations or deviations were

identified.

The response directed by this letter is not subject to the clearance procedures

of the Office of Management and Budget as required by the Paperwork Reduction

Act of 1980, PL 96-511.
