Dear Mr. Bernero:
Philadelphia Electric Company, in the Reference (1) letter, proposed to submit Peach Bottom's Fire Protection Modifications Progress Report to the NRC every four months starting in May, 1983.
This letter includes: The ninth Modifications Progress Report (Attachment 1); (I) a progress report addressing safe shutdown modifications; (II) a progress report addressing alternative shutdown modifications; (III) an update of the penetration sealing program; and (IV) an update of the fire damper program.
I. Safe Shutdown Modifications III.G.2 The attached modification progress report (Attachment 1) indicates that eight modifications have been completed since the last report dated Septeraber, 1985. All other modifications, with the exception of the modifications discussed below, are progressing on schedule.

- 1. The unavailability of qualified thermal-magnetic type breakers to replace several of the 480 volt motor control center magnetic trip-only circuit breakers continues to delay completion of the breaker replacement modifications 1029J, K, and L. Several breaker vendors were contacted, and their qualification test reports were reviewed and rejected.
In all cases, the test temperatures did not envelope our HELB/LOCA qualification requirements. PECo is presently performing a re-analysis in an attempt to reduce the number of breakers requiring environmental qualification at high ambient temperatures. Efforts are also underway to refine the HELB/LOCA temperature profiles in an attempt to reduce the maximum required temperatures of the profiles.
- 2. A modification that was scheduled to be completed by the end of the Unit 2 outage was not completed because the new equipment was not available at the time of the last diesel generator outages. This modification involves the replacement of selected ground overcurrent relays. The modification will be done during the next diesel generator outages scheduled for the Summer of 1986.
II. Alternative Shutdown Modifications III.L The attached modification status report indicates that progress is continuing on schedule for the Alternative Shutdown Modifications with the exception of Mod 1353I:
Emergency Lighting and Communications. This modification provides the lighting and communications needed for Unit 3 Alternative Control S*ations. This modification originally had an expected completion date of December 31, 1985. The present status of the mod is that engineering and design of the lighting portion is complete; materials are ordered and some have been received; construction start is awaiting remaining materials; and the design of the communication portion is just beginnning.
The delay in these mods does not degrade Peach Bottom's fire protection capabilities since these emergency lighting and communication features are not needed until Alternative Shutdown capability is provided. The new completion date in the attached report is 2E00 (87) when all Alternative Shutdown systems will be operational.

IV. HVAC D ampe r P rog ram III .G . 2 A. Installation The installation of three-hour qualified dampers in ventilation ducts penetrating safe shutdown barriers is continuing. The following tabulation provides a status of the fire damper program:
