This transmits the November 5 - December 10, 1985 resident inspection findings by

<

Messrs. T. Foley and D. Trimble at the Calvert Cliffs Nuclear Power Plant, Lusby,

Maryland. Those findings were based on observation of activities, interviews,

independent measurements, and document reviews, and have been discussed with

Mr. Russell of your staff.

This report identifies weaknesses in the maintenance area. Persistent air, water,

lubricating and fuel oil leaks have been observed associated with your Emergency

Diesel Generators (EDG). Also, oil soaked rags and lagging as well as volatile

solvents have been found in the EDG rooms. Inspection Report 317/85-26, 318/85-24

also identified general poor EDG appearance and similar conditions which present

j a potential fire hazard.

Management should assess the condition of the Emergency Diesel Generators relative

to good maintenance practices and take appropriate action. You are requested to

respond to this letter and discuss what actions will be taken to improve EDG con-

ditions. Performance in the maintenance area does not appear to be consistent with

your previous high standards as identified during the last Systematic Assessment

of Licensee performance. Your attention is warranted to reverse this trend.
