This refers to the inspection conducted by this office between July 31, 1985
and October 31, 1985, at Three Mile Island Unit 2 (TMI-2), and the discussions
of our findings held by Mr. N. Dudley of the NRC staff with Mr. R. Maag of your
staff. This effort was conducted to evaluate the adequacy of the requalifica-
,
tion program to certify presently licensed Senior Reactor Operators (SR0) to
directly supervise defueling.
The present evaluation consisted of a review of the training and examinations
conducted during the Licensed Operator 1985 Requalification Training Program.
The scope and content of our evaluation is discussed in the enclosed report.
Based on the results of this effort, it was determined that presently licensed
SRos had received adequate training and evaluation to allow them to perform
those duties involving direct supervision of the defueling of TMI-2. However,
a problem was identified regarding whether the training department will be able
to identify the rapidly evolving changes to procedures and equipment, and
disseminate that information in a timely manner. This item will be the subject
of further discussions between yourselves and the Program Office regarding how
changes will be identified and how operators will be informed of these changes.
Within the scope of this inspection, no violations were observed.
