Dear Mr. Beach:

FEMA Region V conducted a review of a previous finding at the LaSalle Nuclear Power Station l Radiological Emergency Preparedness Exercise conducted on June 19,1996. This was done at the

] request of the Illinois Department of Nuclear Safety (IDNS) and the Illinois Emergency Management

Agency (IEMA). The original finding, issue number 34-96;l 8-A-01, stated that the standing operating procedure (SOP) for using the portal monitors includes a diagram showing that a person being scanned must turn the palms of their hands away from their thighs and toward the walls of the portal monitor in j order to survey the palms for radioactive materials. The diagram as part of the SOP was not adhered to during the monitoring demonstration.

1 We have completed our review of the I'mding and have determined that the impact of this issue is

, inconsequential, since the modified portal monitors do not require the hands to be in any particular position. Therefore, the Area Requiring Corrective Action (ARCA) issued under Objective 18

" Reception Center - Monitoring, Decontamination, and Registration," is removed. However, it is still recommended that the IDNS SOPS be revised to be consistent with the procedures that are to be 4

followed using the new equipment.
