Dear Mr. Beach:

FEMA Region V conducted a review of a previous finding at the LaSalle Nuclear Power Station l

Radiological Emergency Preparedness Exercise conducted on June 19,1996. This was done at the

]

request of the Illinois Department of Nuclear Safety (IDNS) and the Illinois Emergency Management Agency (IEMA). The original finding, issue number 34-96;l 8-A-01, stated that the standing operating procedure (SOP) for using the portal monitors includes a diagram showing that a person being scanned must turn the palms of their hands away from their thighs and toward the walls of the portal monitor in j

order to survey the palms for radioactive materials. The diagram as part of the SOP was not adhered to during the monitoring demonstration.

1 We have completed our review of the I'mding and have determined that the impact of this issue is inconsequential, since the modified portal monitors do not require the hands to be in any particular position. Therefore, the Area Requiring Corrective Action (ARCA) issued under Objective 18

" Reception Center - Monitoring, Decontamination, and Registration," is removed. However, it is still recommended that the IDNS SOPS be revised to be consistent with the procedures that are to be 4

followed using the new equipment.
