the Philippines. nuclear power program. The purpose of this letter is to review these and to transmit some comments obtained in a pre-
> liminary review of the Ebasco site study. . I plan to be in the Far East at the end of May and early June, and I would be happy to stop in the Philippines and discuss this further with you. --
First, I promised to ask the NRC' site analysis people to look at the =
Ebasco site study and give whatever comments-they could. I contacted Ebasco and obtained a copy of the' report. .The-NRC licensing analysis staff perfonned what they call an " Initial Site Examination Informa- =
tion? Review." I an enclosing their comments, along with a brief
- outline of their procedures in making this type of review. Their coments, based on this rather cursory review of the various sections of the site report. may be useful to you in your planning of any '
additional studies that should be made.
You also mentioned the PSAR review by an IAEA team which you have requested to visit the Philippines. I understand that Dr. Morris i Rosen, an NRC engineer now in IAEA in Vienna, will be one of the team.
Dr. P.csen is an American safety expert, now assigned in Vienna, who has had several years of experience in this type of advisory activity.
l j We talked about the assignment of an NRC safety expert to work in
- the Philippines, in an IAEA office there. I understand that the IAEA is starting to recruit someone for the Philippines position, and that j l the NRC will* have the opportunity to nominate someone. l 1 .
! We also talked about the possibility of assigning a safety engineer I of the Philippines AEC to work within the NRC staff for a year or two, to gain experience in the regulation of nuclear power plant con-struction and operation. You said you would prefer to send two of i
