l Section 3.11 of the Phase ll " Stakeholder interaction Report" discusses the public comments and Commission Preliminary Views on the subject of i
Public Communication initiatives. I have reviewed the information provided j
and have concluded that the Commission should continue to focus on early-identifications of public concerns and input (option 2), while assuring that such efforts are accomplished in a way maximizing effectiveness and l
economy (option ia). I also believe the Commission's final views should i
make it clear that general public outreach (option 3) is also important and j
will be pursued as resources allow.
l l noted one area of public interest on which I have additional comments. I l
found interecting the comments concerning the 2.206 process and the potential for an NRC employee to be, in essence, reviewing their own work l
In responding to a 2.206 petition. While not necessarily appropriate to be addressed in detail by this DSI, these comments should be considered by l
the EDO in the ongoing review of the 2.206 process described in the EDO memorandum to the Commission dated December 31,1996.
