COMSECY-96-063; PUBLIC COMMUNICATION INITIATIVES (DSI 14)
In providing the Commission's Final Views on Public Communication Iniatives (DSI 14), I support inclusion of a statement that provides our objective in public communication, consistent with the Draft Strategic Plan before the Commission, that is, to " Build Public Trust and Confidence."
In fulfilling this objective, I support the Commission's Preliminary Views on Public Communication Initiatives (DSI 13) as Final Commission Views, with the following additional comments:
General public outreach is important and may become even more so as we consider moving high-level radioactive waste to a centralized interim storage facility or repository, and begin to expand our responsibilities for oversight of DOE facilities.
General public outreach should be pursued as resources allow. The development of a plan to implement the Commission's final decision on this DSI should include performance goals and measures to assess the effectiveness of the program, consideration.of the ' experience of the private sector and other public agencies, and consideration of.the comments received suggesting improvements in existing practices.

In addition, the ED0 should consider the comments concerning the 2.206 process in the ongoing review of this process.
