SUBJECT:

COMSECY-96054: NRC'S RELATIONSHIP WITH AGREEMENT STATES - DSI-4 After a review of the Phase il Stakeholder Interaction Report and after listening to the Steering Committee bnefing on January 13, I believe the Commission's prehminary views on this DSI capture my position relative to NRC's relationship with the Agreement States. On the issue of funding for training, travel and technical assistance, I endorse the preliminary view of the Commission majority.

The suggestion by an industry commenter that tha NRC provide ' seed money" to prospective Agreement States by funding training only as an inducement is an interesting idea. Since such an expenditure of licensee fees could serve ultimately to benefit those same licensees, I believe the staff should carefully consider this suggestion.
