SUBJECT:

MILLSTONE NUCLEAR POWER STATION, UNIT N0. 3: ENVIRONMENTAL EFFECTS OF MAIN STEAM LINE BREAK AND SEISMIC INTERACTION PROGRAM In reviewing your December 20, 1985 letters on the above subjects we find that they lack sufficient information for us to complete our review. Our information needs were identified to you during a telephone conversation on December 12, 1985, and are briefly summarized below:

J (1) Identify all equipment important to safety that could be affected by the superheat issue.

(2) If the environmental profiles that result from superheat are ,

different from those specified in your environmental

, qualification program, identify the environment (s) that the equipment in (1) above must be qualified to, and discuss the one hour time margin in accordance with the requirements of Reg. Guide 1.89 in cases where one hour cannot he demonstrated.

(3) List the required operating time (s) (for each piece of equipment) for this event.

(4) Provide a failure mode (s) and effects analysis for each piece of equipment that will experience a temperature higher than its qualification temperature. ,

(5) Recently the staff was notified that some Limitorque coerators, qualified under Limitorque test report, have unqualified internal wiring. Discuss this issue for Limitorque operators at Millstone 3.

l (6) Provide a detailed description of criteria used to justify the bounding analyses performed by Sargent & Lundy.
