Palo Verde Nuclear Generating Station (PVNGS)

Units 1,2, and 3 Docket Nos. STN 50-528/529/530 PVNGS Physical Security Plan, Amendment 42 Pursuant to 10 CFR 50.90, Arizona Public Service Company (APS) submits herewith an application to amend the PVNGS Physical Security Plan for PVNGS Units 1, 2, and 3. The proposed amendment would revise the methods used to search materials, packages and personnel prior to their entry into the Protected Area, as described within the PVNGS Physical Security Plan. The requested changes have been incorporated into Amendment 42 of the PVNGS Physical Security Plan which is being submitted for review and approval.

Provided in Enclosure 1 are the following sections which support the proposed PVNGS Physical Security Plan amendment:

Nuclerr Regul tory Commission SAFEGUARDS ATTN: Docum:nt Control Desk PVNGS Physical Security Plan, Amendment 42 INFORMATION Page 2 Provided in Enclosure 2 is an Amendment Change Matrix which describes in detail the requested changes to the PVNGS Physical Security Plan Provided in Enclosure 3 are the amended sections of the PVNGS Physical Security Plan.

APS has evaluated the requested changes against the performance objectives delineated in 10CFR73.55 and has determined the change maintains the objective to provide high assurance that activities involving special nuclear material are not adverse to the common defense and security and do not constitute an unreasonable risk to the public health and safety. It is recognized however, some of the changes are beyond that allowed by 10CFR50.54(p) and require NRC approval prior to implementation.

This submittal contains Safeguards information and is subject to the controls of 10 CFR 2.790(d). Accordingly, Enclosure 3 should be withheld from public disclosure and should not be placed in the Public Document Room.
