Containment Integrated Leak Rate
Dear Mr. Denton:
Attached are proposed license amendments to Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2, respectively.
The proposed amendment seeks to increase the integrated leak rate permitted by Technical Specification 3.6.1.2 to 0.30% per day from its current value of 0.20% per day. The proposed change is brought about by clearly allowing credit for iodine removal by containment spray and to increase the margin between the measured leak rate and the acceptance criteria for the test.
Historically, the Integrated Leak Rate Test (ILRT) results shows some vari-ability making McGuire units susceptible to an ILRT failure. The maximum integrated leak rate value is limited to 0.20% per day by the current Technical Specification to ensure that offsite radiation exposure does not exceed the reference values specified in 10 CFR 100.11.
Duke Power Company has recently revised the radiation exposure calculation for a design basis LOCA using the methodology prescribed in the latest revi,
tion of the Standard Review Plan (SRP). Section 6.5.2.
The Standard Review Plan now clearly allows credit for iodine removal during a LOCA by a boric acid containment spray system. Our calculation demonstrates that an increase in overall leakage rate to 0.30% per day would be nearly offset by the iodine removal credit allowed in SRP Section 6.5.2.
Since noble gases are unaffected by containment sprays, there is an increase in the whole body and skin doses.
However, for McGuire, thyroid exposure is the limiting criteria, and the whole body and skin doses are still well within the values found in 10 CFR 100.11 and CDC 19.
There is thus adequate technical justification to relax the current limit on the integrated Icak rate by 50%.

Attachment I contains the proposed changes to the Technical Specifications.
Attachment II provides a Justification and Safety Analysis in support of the proposed changes. Att,achment III provides an analysis performed pursuant to the requirements of 10 CFR 50.91; this analysis concludes that the proposed changes to the Technical Specifications do not involve any significanc haz-ards consideration.
This request involves one application for amendment to the McGuire Technical Specifications. Accordingly, pursuant to 10 CFR 170.21 a check for $150.00 is enclosed.
