Gentlemen:

This refers to the Potential Enforcement / Unresolved Items identified during a

special team inspection (Inspection Report No. 50-304/85006) conducted by

Mr. G. T. Hubbard and other NRC representatives on January 14-18, 1985, at the

offices of Commonwealth Edison Company and Sargent and Lundy Company in

Chicago, Illinois, and at Zion Station Unit 2, Zion, Illinois, of activities

authorized by NRC License No. DPR-48. The purpose of the inspection was to

review your implementation of a program as required by 10_CFR 50.49 for

establishing and maintaining the qualification of electric equipment within

the scope of 10 CFR 50.49.

As a result of the inspection you were notified in Appendix A of the April 15,

1985, letter from Mr. G. G. Zech transmitting Inspection Report No. 50-304/85006

of four Potential Enforcement / Unresolved Items. The enclosed Appendix addresses

two of those issues (304/85006-05 and 304/85006-06) as examples of a violation

of 10 CFR 50.49. Two issues (304/85006-01 and 304/85006-09) remain Potential

Enforcement / Unresolved Items.

A response to the violation identified in the enclosed Appendix is required.

In regard to Item b, we understand that your justification for interim

operation will be documented and available for NRC review by August 16, 1985.

In regard to Potential Enforcement / Unresolved Item 304/85006-01 we understand

that in your response to this letter you will submit your evaluation and

justification for removing TER items 41, 79, 80 and 81 from your EQ Program.

Qualification of these items is currently pending completion of your Regulatory

Guide 1.97 review. Since these items were identified in your May 19, 1983,

submittal (Appendix G) as falling within the scope of 50.49, adequate technical

justification including an alternate means to accomplish the functions of these

post monitoring instruments-must be demonstrated prior to their removal from

your EQ Program.

In regard to Potential Enforcement / Unresolved Item 304/85006-09, we understand

that in your response to this letter you will submit your evaluation of the

environmental profile established for the most severe design basis accident

to establish that the profile bounds the main steam line break.
