The most recent submittal was Houston Lighting & Power Company's (HL&P's) November 6, 1996, response to the staff's RAI dated July 26, 1996. Based on its continuing review, the staff has determined that additional information is needed regarding the subject request, as discussed in the enclosure.

't REQUEST FOR ADDITIONAL INFORMATION (RAI)

REGARDING REQUEST FOR DEVIATION FROM THE REQUIREMENTS OF APPENDIX R TO 10 CFR PART 50-SOUTH TEXAS PROJECT. UNITS 1 AND 2 DOCKET NOS. 50-498 AND 50-499 In its November 6, 1996, response, the licensee stated that its engineering analysis is based on requiring that one train of equipment remains free of fire damage.

In addition, in the September 14, 1995, submittal the licensee stated that "There is reasonable assurance that the fire protection features in Fire Area 07 are capable of limiting fire damage so that at least one train of systems necessary to achieve and maintain hot shutdown is free of fire damage."

As part of its review of the deviation request, the staff has reviewed STP's post-fire shutdown licensing basis.

It appears that the licensee has changed the post-fire safe shutdown philosophy. Specifically it appears that the licensee now protects one train of safe shutdown functions from fire damage rather than two trains as documented in the operating license and SSER 2, Section 9.5.1.7.

In order for the staff to complete its review of the deviation request and the licensee's actions to resolve the Thermo-l.ag fire barrier issues, by changing the post-fire safe shutdown methodology, additional information is required, It.is requested that the licensee submit the revised post-fire safe shutdown methodology and fire protection program reports and their supporting engineering analyses.
