Subject: . Inspection No. 50-423/85-58

This refers to the Preoperational Security Program Review conducted by

Mr. William Madden of this office on September 30 - October 4,1985 of activ-

ities authorized by NRC License No. CPPR-113 at the Millstone Nuclear Power

Station, Unit 3, Waterford, Connecticut and to the discussions of our findings

held by Mr. W. Madden with Mr. L. J. Nadeau and other members of your staff at

the conclusion of the inspection.

The review was conducted to. assess progress on the development and implementa-

tion of the Unit 3 Physical Protection Program. Areas examined during this

review are described in the NRC Region ! Inspection Report which is enclosed

with this letter. Within these areas, the review consisted of selective exam-

ination of your physical security plan and procedural commitments for meeting

the requirements of 10 CFR 73.55.

It also included discussions with key mem-

bers of the site security organization and project engineering staff respon-

sible for the testing and installation of security systems, equipment and

facilities. The inspector confirmed that implementation of the security

program was on schedule.

Certain paragraphs in the enclosed inspection report contain details of your

security program that have been determined to be exempt from public disclosure

in accordance with 10 CFR 9.5(a)(4) (Commercial or Financial Information).

Therefore, the paragraphs so identified in the inspection report will not be

placed in the NRC Public Document Room and will receive limited distribution.

This letter and the remainder of the enclosures will be placed in the Public

Document Room, in accordance with 10 CFR 2.790(a).
