POTENTIAL MATERIAL FALSE STATEMENT BY I APPLICANTS ON U-BOLT SAMPLE

Reference:

Memorandum from L.C. Shao to V.S. Noonan dated June 7, 1985 subject: CPSES - Assessment of Significance of Applicants' U-bolt Sample Recently, IE requested that the Comanche Peak staff provide a technical assessment of the significance of the applicant's U-bolt sample as discussed in the applicant's motion for sumary disposition. Enclosed with this memorandum is a memorandum from L. C. Shao to me providing this assessment.

The staff has. concluded that while the applicant's sample was not random in the pure statistical use, it was reasonably representative. The applicant's characterization of their field survey as " random" and " representative" is not technically important form the standpoint of safety with respect to stability of the pipe supports and stresses and in the U-bolts and supported piping. The applicants have comitted to conduct a 100 percent inspection of the U-bolts in the plant during which all U-bolts will be torqued to levels to be detemined by applicant to be high enough to assure that the U-bolt assemblies will not rotate around the pipe nor walk axially along the pipe while transmitting their design loads.
