Dear Mr. Denton:

In a letter from Mr. O. W. Dixon, Jr., to Mr. H. R. Denton, dated March 29, 1985, South Carolina Electric & Gas Company (SCE&G) requested discontinuation of the microseimic monitoring network at the Virgil C. Summer Nuclear Station. A Nuclear Regulatory Commission (NRC) letter from Ms. E. G. Adensam to Mr. O. W.

Dixon, Jr., dated May 23, 1985, requested additional infomation for the Staff's evaluation.

Since that time, the University of South Carolina has indicated an interest in maintaining and operating the SCE&G four (4) station microseimic network to ensure continued monitoring in the fbture. SCE&G has reevaluated the proposed i

discontinuance of the network in light of the University's interest and has decided to withdraw the March 29, 1985 request.

To relieve SCE&G of th; day-to-day involvement with the network, while providing the University with a means of satisfying their acad mic interests, SCE&G has negotiated a contract (grant) with the University Geology Department (Dr. Pradeep Talwani) to provide emplete operation, maintenance and data analysis. Using this grant, the University will operate and maintain SCE&G network Sites 1-4 (See attached Figure 1), along with the pemanent U.S. Geological Survey (USGS) Station JSC.

Since the land leases for Sites 2 & 3 expire in early 1986, the University plans to relocate these two sites closer to Monticello Reservoir, poter.tially at USGS Sites 6A and 7 which will be vacated within the next year. The data recording for all four SCE&G sites will be relocated to the University of South Carolina in Columbia.

Unde this proposal, the microseismic monitoring will continue, the operation and maintenance will have improved controls, and the data analysis will be more expeditious.

SCE&G plans to implement this program in early 1986 for contractual purposes with the University. NRC approval is not requested since these changes represent overall improvments to the monitoring program.

The Staff is requested to review the following proposed changes to Operating License Condition 2.C (24) in light of this program modification:

"SCFAG shall maintain responsibility for a seisnic monitoring program as discussed in Section 2.5.3 of the Safety Evaluation Report until a request is made by the Licensee and approved by the NRC Staff for reduction or elimination of the program."

In accordance with the requiranents of 10CFR170, a check in the amount of one hundred fifty dollars ($150.00) is enclosed to initiate processing of this request.
