Gentlemen:

Subject: . Inspection Report No. 50-271/85-36

This refers to the routine resident safety inspection conducted by Mr. W. J. Raymond

of this office on October 21 - November 25, 1985, at the Vermont Yankee Nuclear

Power Station, Vernon, Vermont. The inspection consisted of observation of acti-

vities,' interviews with personnel and document reviews. The results of the in-

spection are described in the NRC Region I Inspection Report enclosed with this

letter and were discussed with Mr. J. P. Pelletier of your staff at'the conclusion

of the inspection.

The inspector also reviewed the actions taken to correct the violations brought

to your attention in our. letter dated May 2, 1984, concerning system valve lineup

controls, and in our letter dated April 15, 1985, concerning fire system surveil-

lance procedures and the control procedures following system modifications. We

have no further questions regarding your actions at this time.

Based on the results of this inspection, it appears that one of your activities

were not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A. The violation concerns the

failure of technicians to follow and/or change approved calibration procedures when

the radiation sources used to calibrate a. safety related monitor became weak. This

violation has been categorized by severity level in accordance with the revised

NRC Enforcement Policy (10 CFR 2, Appendix C), published in the Federal Register

on March 8, 1984 (FR 8583). You are required to respond to this letter and in

preparing your response, you shoulo follow the instructions in Appendix A.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice", a copy of this

letter and the enclosures will be placed in the NRC Public Document Room.
