Dear Mr. Anderson:

We have reviewed Northern States Power Company's (NSP's) March 14, 1996, submittal requesting relief.from Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, " Rules for Inservice Examination.of Nuclear Power Plant Components," 1986 edition, no

addenda. We have also reviewed the subsequent information provided in a submittal dated January 22, 1997. During the review, the staff determined that additional information is needed to complete our review. Enclosed is the request for additional information (RAI). Please provide your response to these questions within 60 days from the date of this letter. In addition, to-expedite the review process, please send a copy of your RAI response to NRC's contractor, INEL, at the following address:

1. Scone / Status of Review i

The Nuclear Regulatory Commission (NRC) is responsible for the review and disposition of a licensee request relating to inservice inspection-(i requirements contained in the Code of Federal Regulations (CFR) 10 CFR 50.55a, and the American Society of Mechanical Engineers (ASME), i Section XI. Included within a submittal, licensees are required to l provide both a regulatory basis (by citing the appropriate section of a

10 CFR 50.55a), and a technical discussion, to support the request.

l- This information is used to establish the context of each evaluation.

The staff has reviewed the available information submitted by the licensee in a letter dated March 14, 1996, and subsequent information provided in a submittal dated January 22, 1997.  !

i 2. Additional Information Reauired i Based on the current review, the staff has concluded that the following additional information and/or clarification is required to complete the '

evaluation.

1 In Request for Relief No. 8, Northern States Power Company requested authorization to continue utilizing existing calibration blocks that lack the Code required documentation. For similar requests, the NRC has determined that for existing calibration blocks without appropriate documentation, continued use is acceptable provided that the licensee performs a comparison between the attenuation and velocity'of calibration block material and the material being examined. The NRC has found that this conditional requirement is necessary to. verify that the calibration block and material being examined are similar in acoustic properties. If differences in material acoustic properties occur, the licensee can make the appropriate corrections to the ultrasonic scanning sensitivity and angle of ultrasound in the material being examined.

Should the licerisee elect to pursue the subject request for relief, the licensee should submit additional information that incorporates the aforementioned condition. This information will provide the docketed commitment that is necessary in order to authorize the licensee's  ;

alternative. '

The schedule for timely completion of this review requires that the licensee provide, by the requested date, the above requested information and/or clarifications regarding the Monticello ISI Relief Request No. 8 (Rev. 0) Use j of Existing Calibration Blocks. j ENCLOSURE l
