M96255)

On July 29,1993, Monticello submitted Revision No.1 of our third 10-year Inservics Inspection Examination Plan. By letter dated March 14,1996, with subject " Request for Relief for the 3rd 10-Year Interval Inservice Inspection Program" Monticello submitted Relief Request No. 8 which addressed documentation requirements for calibration blocks. On March 13,1997, Monticello submitted Revision No.2 of our third 10-year Inservice inspection Examination Plan.

By letter dated March 17,1997, the NRC staff requested additional information in order to complete review of the Request for Relief. Attachment A to this letter provides the information requested by the staff.

This letter contains the following new NRC commitment: I I

When using the existing calibration blocks that lack the appropdate documentation a l companson will be made between the acoustical properties (i.e., velocity and attenuation) of l the calibration block and the matenal being examined. This companson will be done once, pnor to the use of the calibration block, to ensure that the sensitivityis sufficient to find 1 existing flaws in corresponding examination volumes.

Response to NRC Request for Additional Information Dated March 17,1997 Regarding ,

ISI Relief Reauest No. 8 Requested Information Should the licensee elect to pursue the subject request for relief, the licensee  !

should submit additionalinformation that incorporates the aforementioned condition.

This information will provide the docketed commitment that is necessary in order to authorize the licensee's alternative.

Monticello Response The following information is to clarify our intent regarding the use of the existing calibration blocks. This information corresponds with Idaho National Engineering Laboratory's report INEL-95/0564 dated November 1995 issued for the corresponding  ;

relief request for NSP's Prairie Island Nuclear Generating Plant.

When using the existing calibration blocks that lack the appropriate documentation a comparison will be made between the acoustical properties (i.e., velocity and attenuation) of the calibration block and the material being examined. This comparison will be done i once, prior to the use of the calibration block, to ensure that the sensitivity is sufficient to i find existing flaws in corresponding examination volumes.
