Dear Mr. Wilgus:

This is in response to the letter from G. R. Westafer to me dated June 6, 1985, requesting my personal involvement to provide the necessary resource

'in order to avoid otential licensing delays affecting the restart of Crystal River Unit 3 (CR-3 from Refuel V.

Upon receipt of Mr. Westafer's letter, I met with my staff and found them fully aware of the need for expeditious action and prepared to take that action.

Competing assignments for the Project Manager had come to an end and additional assistance had been made available. Work on your restart issues was given a high priority and my staff worked overtime as needed to ensure that all of the issues finally identified as necessary for restart were resolved in a timely manner for restart.

While no delay in the startup resulted from any licensing action needed to support restart from this major outage, I believe it would be useful to identify a number of matters under your control which were not helpful in expediting our 1.icensing efforts.

o Several issues in your list of 35 had initially been identified as necessary for restart but later declared not necessary. Among these were Technical Specification Change Request (TSCR) 128, ISI relief requests, and the reactor vessel head vent exemption request. Time spent-on these matters obviously detracted from other more urgent items, although of course these had to be addressed at some time anyway, o

Some submittals contained significant errors or were quite unclear, such as TSCR 124, 128, and 131, and ISI relief request 120.

o A few Technical Specification Change Requests were submitted quite late relative to the desired time of amendment issuance, including TSCR 125 and 135, l

Wilgus o The quality of the significant hazards determinations in your amendment requests has been such that few, if any, have been useable by us in preparing Sholly notices, requiring considerable additional time by the NRC project manager to prepare satisfactory notices. The discussions held with members of your staff on this matter should be helpful in your preparation of future license amendment submittals.

All of the above matters were satisfactorily resolved and did not affect the end result, but pointing them out might possibly siaplify and expedite future efforts.

I hope your startup continues smoothly and safely, and that you will feel free to discuss any future problems with me as you feel necessary.
