The Nuclear Regulatory Commission (the Commission) has found that:
A.
The application for amendment to the Catawba Nuclear Station,

Unit 1 (the facility) Facility Operating License No. NPF-35 filed by the Duke Power Company, acting for itself, North Carolina Electric Membership Corporation and Saluda River Electric Cooperative, Inc.-(licensees), dated November 4, 1996, and j
supplemented by letter dated February 5,1997, complies with the standards and requirements of the Atomic Energy Act of 1954, as i
amended (the Act), and the Commission's rules and regulations as i
set forth in 10 CFR Chapter I; 4
i B.
The facility will operate in conformity with the application, the i
provisions of the Act, and the rules and regulations of the Commission; C.
There is reasonable assurance (1) that the activities authorized by this amendment can be conducted without endangsring the lealth and safety of the public, and (ii) that such activities wt be 3
conducted in compliance with the Commission's regulations set forth in 10 CFR Chapter I; D.
The issuance of this amendment will not be inimical to the common defense and escurity or to the health and safety of the public; j
and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable i

SURVEILLANCE REQUIREMENTS i
4.7.13.1 The Standby Shutdown System diesel generator shall be demonstrated OPERABLE:
i a.
At least once per 31 days by verifying:
I 1)
The fuel level in the fuel storage tank is greater than or l
equal to 67 inches, and 2)
The diesel starts from ambient conditions and operates for at j
least 30 minutes at greater than or equal to 700 kW.
b.
At least once per 92 days by verifying that a sample of diesel fuel
{
from the fuel storage tank, obtained in accordance with ASTM-D270-1975, is within the acceptable limits specified in Table 1 of ASTM-l D975-1977 when checked for viscosity and water and sediment; and a
c.
At least once per 18 months by subjecting the diesel to an l
inspection in accordance with procedures prepared in conjunction j
with its manufacturer's recommendations for the class of service.
