SOUTH TEXAS PROJECT ENGINEERING ASSURANCE PROGRAM (EAP)

INSPECTION REPORT 50-498/85-22

This letter conveys the results and conclusions of NRC's evaluation of Stone

and Webster Engineering Corporation's (SWEC) EAP task " Independent Technical

Assessment, Task-85-3, Offsite AC Power and Medium Voltage AC Power Supply

Systems." The inspection was conducted by a team of personnel from the NRC's

Office of Inspection and Enforcement and consultants at the SWEC offices in

Boston, Massachusetts, from October 15, 1985, through October 17, 1985. The

objective of the inspection was threefold: (1) to verify that SWEC's audit of

the aforementioned EAP topic was performed in sufficient technical depth to

achieve objectives of EA program; (2) verify that the background documentation

supported the findings and conclusions of the reports; and (3) to review the

status of items identified by the NRC in Inspection Reports 50-498/85-09

and 50-498/85-14 that related to EAP Task 85-3.

Based on our inspection, the NRC found that task 85-3 was acceptably completed

subject to resolution of NRC's comments, as described in the enclosed report.

The SWEC review was comprehensive, checklists were thoroughly completed, files

vere in good order and backup documentation was auditable and supported SWEC's

findings and conclusions. In addition, all items relating to Task 85-3 from our

two previous inspection reports had been satisfactorily resolved.

The next inspection of your EAP is tentatively scheduled for December 2-6, 1985.

The purpose of this inspection is to verify the adequacy of corrective actions

associated with EAP Tasks 83-1, 83-2, 83-3, 84-1, 84-2 and 84-3.
