VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT 1 EXTENSION REQUEST - REGULATORY GUIDE 1.97 AND SAFETY PARAMETER DISPLAY EYSTEM COMMITMENTS Your Confirmatory Order of June 14, 1984, specified a completion schedule for commitments of Supplement I to NUREG-0737 for North Anna Power Station (NAPS).

This Confirmatory Order contained a provision allowing the Director, Division of Licensing, to grant extensions of time for completing the identified items "for good cause shown". In our previous letter, Serial 85-683 dated October 15, 1985, we identified several items regarding Regulatory Guide 1.97 and the Safety Parameter Display System (SPDS) which we believed could not be completed prior to resuming power operation after the 5th refueling cycle for Unit I without impacting the outage duration.

This assessment was made based in large part on not having received the materials necessary to implement the required modifications as of thirty days prior to the beginning of the outage. As a result of our administrative controls, we requested a schedule extension until the end of the 6th refueling outage to complete those items (currently scheduled to occur from May 1,1987 to July 15, 1987). This represents an approximate sixteen months deferral in the completion schedule previously specified in the Confirmatory Order.

Material for most of these items has only recently been received onsite.

l In a " good faith" effort to complete these items, we have reassessed engineering and procurement status and now determine that several of the previously identified items may be accomplished during the 5th refueling outage for Unit 1.

This letter revises our previous request to delete those items we new consider achievable during the outage.

It also adds one additional variable, neutron flux (Item B-1),

for which control room display instrumentation has not been delivered. We now expect to be in compliance with.27 (93%) of the overall 29 variable modifications following the Unit 1 outage, although the completion of 2 variable modifications is predicated on timely resolution of associated engineering open items or delivery of materials: as noted in the attachment. This represents an incremental improvement of approximately 31% over the 62% completion status identified in our previous submittal.

The two variable modifications identified as not achievable during this outage are due to lack of material delivery and quality assurance problems.

Safety Parameter Display System In our previous submittal, we indicated that approximately 83% of the 1055 data input connections to the SPDS computer would be installed by the end of the Unit i refueling outage.

Although the number of incomplete connections will be reduced by our " good faith" effort to complete the work on Reg. Guide 1.97 and SPDS, not all of the 1055 data input connections will be installed by the end of the outage. In addition, SPDS software verification and validation and operator training will not be completed during this outage.

Should there be any change in the projected completion status identified in Attachment 1, we will notify you of such change. In summary, we request an extension until resuming power operation following the sixth refueling outage to complete the few remaining commitments for Reg. Guide 1.97 and SPDS for North Anna Unit 1.
