Page 8, Item 3 Additional information should be provided on the DNR State Emergency Coordinator with regard to his functions, location and 24-nour availability, the methods DNR will use to assess accident conditions at VEGP to determine if an emergency should be declared, how DNR advises the Governor of Georgia to make such a declaration and clarification of the manner in which DNR and GEMA coordinate their activities and responsibilities during an emergency.

Response: Section A.9.2 of the VEGP Emergency Plan has been changed to '

provide this information.

The Radiation Emergency Coordinator is normally located in Atlanta and.is on call 24-hours a day. When notified of an emergency at VEGP, he will base any recommendation to the Governor, or GEMA Director, upon the initial information provided by the plant when notifying GEMA. He will give advice and direction to local authorities and may then proceed to the plant vicinity with the DNR emergency personnel and equipment. In route he will maintain contact with local authorities via radio from either a DNR ground vehicle or helicopter. Once in the vicinity he will direct continued response to the radiological offsite situation.

More specific duties of the Radiation Emergency Coordinator are described in the Georgia Radiological Emergency Plan, Base Plan, Sections VI.A.5 through VI.A.7, and VI.0, Subsections 1, 2, 3, and 6.

Response: The company spokesperson is identified in Section G.2 of the VEGP Emergency Plan (as submitted in May 1985) with the primary being the " Chief Nuclear Engineer" and the alternate the " Manager-Nuclear Chemistry and Health Physics." These titles were recently changed to " Manager, Nuclear Safety and Licensing" (primary) and " Manager, Radiological Safety" -

(alternate). These title changes did not constitute any change in responsibilities. Section G.2, Section B.B.2 of Appendix 7, Section 6.3.3 of Appendix 8, and Section 8.2 of Appendix 8 of the Emergency Plan have been changed to provide this information.

Page 34, Item 1 The description of the ERFs should be consistent between the Emergency Plan and FSAR Section 9.5.10. The plan should provide all of the detail in FSAR Section 9.5.10 in order to provide adequate clarity.

Response: The information with respect to the description of the ERF's design and function not previously contained in the Emergency Plan has been transferred from FSAR Section 9.5.10 into the Emergency Plan. Communications information is in Section C, facility de'scription is in Section H, and PERMS and PASS '

information is in Section J. Section 9.5.10 of the FSAR will be deleted in the next revision of the FSAR.
